Mark Ash

Joint Chief Executive, (LGR, Devolution, Transformation & Change), Suffolk County Council

Mark Ash is Suffolk County Council’s Joint Chief Executive for LGR, Devolution, Transformation and Change, a role he has held since April 2026. He previously joined the council as Executive Director of Organisational Change and LGR, returning to Suffolk after three years at Essex County Council, where he was Executive Director for Climate, Environment and Customer Services. Previously Mark served as Suffolk’s Executive Director for Growth, Highways and Infrastructure where he led priorities including the council’s response to the climate emergency, Sizewell C and nationally significant infrastructure projects, and Lowestoft’s award-winning Gull Wing bridge. 

As CEO Mark leads work on LGR, devolution and transformation, working with councillors, staff, partners and district councils. His experience of change and partnership working is helping Suffolk navigate its most significant local government transformation in more than 50 years.

The Impact of Local Government Reorganisation on LATCos

A panel session on the practical realities of what the government’s devolution and LGR agenda means for LATCo contracts and governance.  Although LGR has been delayed pending the outcome of the review, the process of joint working is well developed and cannot be undone. Timed around the vesting of new shadow authorities in Surrey this is one of the most immediately relevant sessions on the day
