Simon Howick
Managing Director, ODSSimon Howick is Managing Director of ODS, a local authority trading company delivering a wide range of public and commercial services across Oxford and the Thames Valley. With a £95 million turnover and around 550 staff, ODS provides services including integrated facilities management, construction, building maintenance, civil engineering & highways, waste and recycling management, and fleet management.
Simon has led ODS since its incorporation, driving public value, commercial discipline, and social impact. Under his leadership, ODS delivers between £7m and £10m each year in shareholder value, has tripled its commercial revenue, and launched a £30 million property services enterprise. The company places strong emphasis on social value, sustainability, and safety, with profits reinvested into public services and communities.
Simon brings over 25 years of experience in public sector leadership and transformation. He previously held senior roles at Oxford City Council, including Chief HR Officer, where he led major organisational change and introduced the Oxford Living Wage.
