Isaac Vivian is Managing Consultant for Government at Keystream Consulting, where he leads the firm’s government consulting practice. His commitment to public service was shaped at university through his work with people experiencing rough sleeping. He began his career in local government in the West Midlands, driven by a desire to reshape local systems and improve people’s lives. After COVID-19, Isaac moved into consultancy where he has since advised organisations across local and central government, the NHS and Defence on strategy, operating models and complex transformation. Isaac led Keystream’s work with Bolton Cares, helping the organisation define the capabilities and ways of working needed for its future operating model before procuring a new digital care record system. He specialises in turning ambitious strategy into practical, deliverable change.
